Cyber Division Forum

In the March 12, 2013 release of the  Worldwide Threat Assessment, U.S. Director of National Intelligence, James Clapper, identifies cyber attacks and cyber espionage as the nation’s biggest threat, passing that of terrorism.   Only a few months ago, Defense News surveyed 352 defense leaders who echoed that sentiment, with almost half of them concluding that cyber-warfare is the most significant threat to the United States. 

Critical information residing on the systems and networks of DoD acquisition commands and those of their defense contractors have increasingly been targeted for ex-filtration and outright theft, prompting special measures and programs focused on protecting DIB IT networks and systems.  Recent cyber attacks on commercial interests, to include Target, Neiman Marcus and the University of Maryland, have demonstrated how ubiquitous the threat is becoming and the broad effects it is capable of inflicting.

Today, DIB IT networks and systems are constantly probed and persistently targeted by both domestic and foreign adversaries.  In the case of domestic attacks, cyber crime prosecution in the U.S. is a relatively well understood discipline and process.  For attacks attributed to foreign or unknown sources, the remedy is much more difficult, complicated, and far more dispersed, with potentially far greater consequences for national security.  

This NDIA Cyber Forum is designed to assemble a group of cyber practitioners and experts from both government and industry to articulate the current nature of the cyber threat against the DIB, expand the awareness of selected programs, measures and organizations designed to protect DIB networks and systems from malicious cyber incursions, and to identify areas where greater effort and more extensive government-industry collaboration is necessary to safeguard them from compromise.
