Discover Small Business Opportunities at the Office of Naval Research



Ms. Brenda Pickett will provide background on the Office of Naval Research (ONR) as a buying command and how ONR fits into the overall Naval organization.  In addition, she will provide insight into the best ways for small businesses to do business with ONR, review small business goals within ONR, and talk about near-term and long-term small business opportunities within ONR.  Additionally, she will give examples of some small business success stories within the buying command.

In her current capacity as Director, Office of Small Business Programs at the Office of Naval Research, Ms. Pickett provides support to the Chief of Naval Research (CNR) by advocating for Small Businesses and is responsible for the Command’s compliance with all Public Laws and implementing regulations to facilitate maximum participation in its acquisition program by Small Business and other socio-economic categories inclusive of small disadvantaged business, women-owned Small Business, HUBZone Small Business, service disabled veteran-owned Small Business and veteran-owned Small Businesses and other concerns subject to socio-economic considerations. As the Command’s advisor on Small Business matters she provides guidance on acquisition strategies and represents ONR at Small Business outreach events.  She also provides advice and assists contracting officers, program managers, requirements developers and all other requiring officials during pre-planning stages and throughout the acquisition cycle in the development of strategies and market research to ensure maximum practicable opportunity for Small Business.  She also represents the Command at the DON Navy Small Business Council and participates on special projects as identified by DON OSBP. 

 

Previously, Ms. Pickett served in a variety of roles including Senior Contracting Officer, Senior Procurement Analyst, Contracting Officer and Contract Specialist, supporting the placement and administration of complex ONR research and development contracts and grants. As a Contracting and Grants Officer with unlimited signature authority she executed the full range of research and development (R&D) related actions, including basic and applied research, technology re-investment, dual-use agreements, long-term/large dollar level commitments, Small Business Innovative Research (SBIR) awards, Small Business Technology Transfer (STTR) projects, research vessel operations and other special Science and Technology (S&T) projects. She served on a variety of ONR contracting committees and process action teams. And also assisted junior employees as well as customers within the organization in regard to procurement and grant procedures, policies, directives, etc.
