How the West is Losing the Navigation and Timing War – And risking everything.

When the US and Europe abandoned robust terrestrial systems for satellites, they became vulnerable to adversaries wise enough to use both. Global Navigation Satellite Systems like America’s GPS are essential to virtually every networked technology and many others. Yet GNSS signals are very easy to jam and spoof. 

 

Russia, China, Iran, along with several allies the United States have terrestrial systems to provide GPS-like services that can protect their populations and militaries from GNSS signal disruptions. The US and Europe don’t and their adversaries feel free to regularly disrupt GNSS signals for both tactical and geopolitical/strategic reasons.

 

The seminar will discuss how the US and Europe fell behind in this conflict, what is being done, and what should be done to protect the west’s critical infrastructure and very way of life.

Mr. Dana A. Goward is President of the Resilient Navigation and Timing Foundation and the proprietor at Maritime Governance, LLC. In August of 2013 he retired from the federal Senior Executive Service having served as the maritime navigation authority for the United States. As Director, Marine Transportation Systems for the US Coast Guard, he led 12 different navigation-related business lines budgeted at over $1.3B/yr. He has represented the US at IMO, IALA, the UN anti-piracy working group, and other international forums. A licensed helicopter and fixed wing pilot, he has also served as a navigator at sea and is a retired Coast Guard Captain.
