DCAA stands for “Defense Contract Audit Agency”, and they play a vital role in the procurement and acquisition process for the Department of Defense and other agencies. Essentially, DCAA conducts audits and provide guidelines to ensure that contractors are conducting business responsibly and ethically. They have a tremendous amount of influence as the communicate frequently with Contracting Officers and make recommendations that have an impact on contract negotiations and awards.

Speaker and Presenter Information

Mr. Shawn Chen is a Principal at RM Advisory Services LLC and leads the Government Contracting Services practice. He has more than 25 years of experience in managing finance and accounting operations. At RM Advisory Services, Mr. Chen’s expertise includes growth and profitability strategies, accounting system implementations, managing financial health for clients, and being a trusted advisor that interacts with outside auditors, banks and other financial matters on behalf of the clients.

 

Prior to joining RM Advisory Services, Mr. Chen has been a CFO for multiple government contractors in the Washington DC metro area that include Williams Adley & Co, LLP, Thomas & Herbert Consulting, System High Corporation and has also served as VP of client services at NeoSystems Corporation. His responsibilities included managing day to day finance and accounting operations, DCAA compliance, incurred cost submissions, improving technology, operations as well as improving corporate financial health and cash-flow. Mr. Chen attended the Foster School of Business at the University of Washington and is an active volunteer in helping the homeless in Washington DC. He is an avid golfer and has 2 daughters that enjoy playing AAU basketball.
