Cas Holloway

Head of Public Enterprise, Unqork

Cas Holloway is the Head of Public Enterprise at Unqork, joining in 2019 after five years with Bloomberg LP as Global Head of Technical Operations where he focused on using data and technology to automate processes and more effectively anticipate the needs of Bloomberg's customers and employees. Prior to that, Holloway worked for the City of New York as the Deputy Mayor for Operations and Commissioner for the Department of Environment Protection for Mayor Mike Bloomberg. Earlier in his career, Cas was a law clerk for the Hon. Judge Dennis G. Jacobs in the U.S. Court of Appeals for the Second Circuit, practiced law at Debevoise & Plimpton and Cravath, Swain, and Moore and began his career at the New York City Department of Parks & Recreation. Holloway holds a J.D. from the University of Chicago Law School and an A.B. from Harvard University.

Michael W. Goetz — Moderator

Senior Fellow, Center for Digital Government

Mike has 40 years of experience in the field of information technology. For 19 years he worked in the private sector in the telecommunications and banking industries, holding management responsibilities in all aspects of information technology – including operations, business process reengineering, IT service management, disaster recovery, and financial management. He then moved to public service, serving for 21 years as the Chief Information Officer and Director of Information Technology for the City of Lynchburg, Virginia. In this position, Mike was responsible for all aspects of information technology support to the City. He is also a past president of the Virginia Local Government Information Technology Executives (VaLGITE).

Mike holds a Bachelor of Science degree in Business Management from Virginia Tech. He also has a Master of Administrative Science degree from Johns Hopkins University, with a concentration in business information systems.
