The COBOL Problem: How public sector technology organizations can become more resilient
Startups are no longer the only disrupter. While private sector organizations are being rapidly overwhelmed by industry challengers, such as Uber and Amazon, public sector agencies are under immense pressure to provide social assistance.
Many of the IT systems for these services, such as unemployment insurance, the Supplemental Nutrition Assistance Program (SNAP), the Temporary Association for Needy Families (TANF), Medicare, and Medicaid are based on ancient technologies such as COBOL. These legacy systems, which struggle to operate effectively in the best of times, are struggling under the weight of many more people signing up for the programs. While temporary measures are critical to maintain short-term operations, the overall design philosophy in delivering effective, scalable, modern government services must change.
Organizations are finding that they need to suddenly make changes to long-term legacy applications, and their current staff does not have the skills to make those changes. Instead of teaching more people COBOL, it is necessary to modernize and update these applications to allow the organization to be more resilient in disruptions like COVID-19.
