Abby Owens is the public works strategic planning and compliance manager for the City of Plano, Texas. Her interest in local government comes from a drive to work with residents to improve city services and programs. Abby has a passion for data analysis and problem-solving. She oversees the asset management programs and Cartegraph software implementation for the City of Plano Public Works Department.

 

Stephen Johnson, PE, PACP | Project Manager, Water/Wastewater Master Planning Group with Freese and Nichols


Stephen Johnson is a project manager in FNI's Water/Wastewater Master Planning Group. He has experience in water and wastewater master plans, physical and desktop condition and risk-based assessment programs, water and wastewater CIPs, and impact fee programs. Stephen has experience working with multiple hydraulic modeling software packages and a variety of data management programs such as Innovyze products, ITPipes, GraniteNet, and Cartegraph. He is the assistant project manager for the City of Plano's Wastewater Master Plan.
