Mr. Gallup is a co-author of NIST SP800-34 Revision 1. He has over 25 years experience in management and operation of large-scale critical information systems and Disaster Recovery and Contingency Planning for both the public and private sector. He has IT management experience in 24/7 data center operations, including implementations, disaster recovery management and planning, IT COOP development, and risk and impact analyses for Federal and state agencies and military organizations. His experience includes over thirty years of emergency management training and operations in both the fire service and emergency medicine. Mr. Gallup is a Lead Associate with Booz Allen Hamilton, developing COOP, disaster recovery, continuity and contingency plans for federal and military agencies. Prior to that, Mr. Gallup worked for American Management Systems, managing the installation and implementation of the Virginia Tax computer system and development of their disaster recovery strategy. Mr. Gallup spent 17 years at the New York State Division of Criminal Justice Services, serving as Manager of Computer Operations, and overseeing the implementation and operation of the Statewide Automated Fingerprint Identification System (SAFIS), one of the largest automated fingerprint systems in the world at the time.

Marko Bourne is the Principal at Booz Allen Hamilton leading the FEMA market team and is a member of the leadership of the Firm’s Homeland Security and Emergency Management and Response practice. He has more than 29 years of experience in emergency services.

 

Prior to joining BAH, Marko Bourne was the Director of Policy and Program Analysis for the Federal Emergency Management Agency from 2006 till January of 2009. He led the integration of the DHS Preparedness Directorate into FEMA and the FEMA re-organization effort to include the reorganization of National Continuity Programs, Preparedness, Training, Exercises and Planning.

Charles Ugalde is a seasoned security executive leading the Unisys Technology, Consulting, and Integration Services (TCIS) security practice based in Blue Bell, Pennsylvania. 

 

As the Director of the Unisys Technology, Consulting, and Integration Services (TCIS) Security Practice, Mr. Ugalde has provided Governance, Risk, and Compliance, Cyber Security, Continuity of Operations (COOP), Disaster Recovery (DR), and Data Center transformation services for numerous City, State, and Federal Government agencies as well as many commercial enterprises.

Joe Douglas is the Director of the ICE ITS Continuity of Operations Practice based in Reston, Virginia.  He has planned and executed continuity efforts for DHS, Customs and Border Protection, US Coast Guard and Department of Justice.  He currently supports DHS Office of the Chief Information Officer Emergency Relocation Site planning and implementation team.

Ms. Lewis, a Principal with Booz Allen Hamilton, has more than 25 years of professional experience applying specialized operations research to Mission Assurance, Enterprise Resiliency, and Information Technology related-problems including cyber security, risk management and analysis, network modeling and simulation, critical infrastructure protection, and decision support system planning and analysis.  She has led analytic teams in developing and applying risk-informed decision making frameworks leveraging systems-based analytics and portfolio optimization theory to improve the security, resiliency, and assurance of complex systems including the nation's critical infrastructures, supply chains, and government and commercial enterprises.  Ms Lewis currently leads Booz Allen’s Cyber Security initiatives and risk management business within Civil Agencies (e.g., OPM, GSA, Congress, NARA, USDA), and focuses on providing thought-leadership to capability building and strategic IC development initiatives; developing and maintaining intellectual capital for multiple client delivery platforms; hiring and developing staff capabilities; and overseeing project delivery on multi-million dollar contracts.  Ms Lewis holds a M.S degree in Operations Research from The George Washington University and a B.S in Industrial Engineering from Rutgers University.
