Synchronizing Cyber Electromagnetic Activities to Win in a Complex World

The theme for the inaugural CEMA 2015 event is “Synchronizing Cyber Electromagnetic Activities to Win in a Complex World.” The newly published Army Operating Concept (AOC) emphasizes the importance of ready land forces and their significance to the joint and coalition fight, and recognizes the need for continued innovation to “Win in a Complex World.” Cyberspace operations, in conjunction with electronic warfare and electromagnetic spectrum operations are identified in the AOC as one of the seven core Army competency areas critical to shaping the operational environment and winning decisively. Equally new to the Army is the concept of Cyber Electromagnetic Activities, or CEMA, which is outlined in the first doctrinal field manual of its kind that integrates and synchronizes cyberspace operations, electronic warfare (EW), and spectrum management operations (SMO). The CEMA 2015 event will allow for an exchange of ideas, concepts and information, and provide a venue to address these new and emerging concepts and a framework to discuss ongoing and future research and development to set the conditions for innovation and success.

 

Attending the CEMA 2015 event will also provide the Army and DoD Electronic Warfare and Cyber communities of interest an opportunity to meet with and discuss the current and emerging Electronic and Cyber Warfare requirements with Coalition partners, industry technicians, engineers, and scientists and other Government agencies and learn from their successes.

 

There are a number of keynote and breakout sessions, along with hands-on product demonstrations that will offer a combination of current and emerging requirements, engineering theory and practical operations of the latest electronic warfare and offensive cyber capabilities. The conference will greatly help the DoD by creating efficiencies, save time and build better connections with the end Users, Joint, Coalition and Industry partners.

Monday October 5, 2015 (invitation only)

 

AFTERNOON (Invitation Only)

Session 1: Cyber Electro-Magnetic Activity (CEMA) Cell User Session (invitation only) - this session provides an opportunity for 29 series EWOs and 25 series Spectrum Managers to interface one-on-one with HQDA decision makers, APG Team C4ISR leadership, Program Management Office and technical personnel responsible for the development and support of Army fielded and future ground and airborne EW and Cyber systems. It will consist of informal discussions, lessons learned from the field that highlight successes and identify issues, idea generation, problem solving and technical exchanges between the field units, system developers, and policy/decision makers.

 

Tuesday October 6, 2015 

 

MORNING

 

Session 2: Trends in Electromagnetic Spectrum Capabilities (Unclassified) – this session will address the unprecedented challenges faced by the U.S. to ensure continued access to a congested and contested electromagnetic environment, the explosive growth of spectrum dependent systems, the continued proliferation of wireless technology, and the increased use of advanced cyber capabilities in a dynamic and uncertain world.

 

AFTERNOON 

 

Session 3: Threats, Capability Gaps, and Requirements (Classified Rel FVEY) - this session will address current and emerging threats, capability gaps, and operational requirements with respect to offensive cyberspace, electronic warfare and electromagnetic spectrum operations.

 

Wednesday October 7, 2015

 

MORNING

 

Session 4: Cyber EW Convergence (Unclassified) - this session will explore the CEMA concept and innovative solutions to seize, retain, and exploit an advantage over adversaries and enemies in both cyberspace and the electromagnetic spectrum, while simultaneously denying and degrading adversary and enemy use of the same.

 

AFTERNOON 

 

Session 5: Technology Trends and Challenges for Cyber EW Convergence (Classified Rel FVEY) - this session will provide an overview on current and future science and technology initiatives and their implications to EW, Cyber and Electromagnetic spectrum operations. In addition, recent experimentation and exercises that introduce new and emerging CEMA concepts will be discussed.

 

Thursday October 8, 2015

 

MORNING

 

Session 6: Tactical Cyber Operations and Concepts (Classified Rel FVEY) – this session will address emerging concepts that provide commanders a wider range of options with the conduct of offensive cyber operations at the tactical edge. The challenge will be how to enable a robust set of capabilities that provide the ability to exploit adversary vulnerabilities while quickly adjusting to the threat.

 

Session 7: Team C4ISR Leadership CEMA Panel (Classified Rel FVEY)
This session will consist of Team C4ISR leadership participation and engagement with the audience on current organizational, policy and technology challenges, key program issues, and their vision of the future of Army and Joint EW, Cyber and Electromagnetic spectrum operations. Each panel member will have 5 minutes to discuss CEMA from their perspective followed by Q&A from the audience.
