The Service Contract Act is one of the most technically challenging aspects of competing for the award of, and successfully administering a federal service contract. This course is the nation's only SCA training conducted with the Department of Labor Wage and Hour Division, and is designed to help companies navigate the SCA from several different angles. 

SCA sets minimum pay and benefit rates for many service occupations. Over the past six years, the Department of Labor has ramped up its SCA investigative activities and hired significant new investigative staff. Additionally, a series of Executive Orders (EOs) and changes to federal law (including the Fair Pay and Safe Workplaces Executive Order and the Affordable Care Act) are making it harder to understand how to comply with the SCA, and are increasing the risks for contractors that fall out of compliance. 

The SCA affects many different decisions made by many different people in a company. Everyone, from executive leadership to proposal writers, to accountants, project managers, and human resource specialists, needs to be conversant with the requirements of the act. 

This two-day course, 
led by leading industry experts, will give your staff the knowledge to be SCA-savvy in:

  • Opportunity identification
  • Capture strategy
  • Bid/no-bid decisions
  • Contract pricing
  • Contract price adjustments
  • Wage determinations
  • Fringe benefit calculations.

This training conference is also your chance to spend time with the DoL regulators who oversee your company's SCA-covered activities, and to interact with seasoned industry experts in SCA administration.

You will leave with a thorough knowledge of regulations, a deep understanding of how the regulations are enforced, and the ability to implement industry “best practices” in your company's compliance activities. In addition, you will be provided up-to-date information on the most critical issues relating to the SCA.

Speaker and Presenter Information

Diane Truman has almost 40 years of experience at the DoL and as a defense agency labor advisor. She is a former Navy Labor Advisor and has also held labor-focused positions with DoL and the Air Force. Truman has been advising contractors, labor unions, and government on labor compliance since her retirement from the Navy in 2006. 

Eric Crusius is an attorney with the law firm Miles and Stockbridge, where he represents government contractors in bid protest and other litigation matters. He also counsels clients on a broad range of government contract issues including the SCA and broader labor issues. 

Tim Helm spent 30 years with the DoL’s Wage and Hour Division and served as the Wage and Hour's Branch Chief responsible for the administration and enforcement of federal prevailing wage statutes and EOs prior to his retirement in 2014. Programs under the purview of the Wage and Hour Division include the Davis-Bacon Act, Service Contract Act, and Walsh-Healey Public Contracts Act.  Helm was also responsible for EOs implementing the Non-displacement of Qualified Workers under Service Contracts (EO 13495) as well as Establishing a Minimum Wage for Contractors (EO 13658). Tim has extensive experience in all aspects of prevailing wage laws, including wage determinations, conformances, fringe benefits, compliance issues, and enforcement procedures.
