CAS and Consequences of Noncompliance

The presenters will first provide a brief overview of the Cost Accounting Standards (CAS), including what the standards are, who CAS apply to, and their importance. Then, the presenters will explain compliance requirements for contractors who have CAS-covered contracts (including disclosure statement requirements) and the process of preparing cost impact calculations. Primary emphasis will be given to the cost impact process, both general dollar magnitude and detailed cost impact processes.

LaCorteMike LaCorte, CPA, CVA is a Principal in the Washington, D.C. office of The Kenrich Group. Mike is responsible for managing engagements in the field of business consulting, including compliance reviews, cost and damage analyses, as well as dispute issues, primarily for government contractors. He is a Certified Public Accountant (“CPA”) licensed in Virginia and Certified Valuation Analyst (“CVA”) with over 12 years of experience in government contracts, accounting, auditing, and consulting.  Mike has worked on a variety of consulting engagements related to government contracts, including business system reviews (accounting, purchasing, estimating, and earned value management systems), buy and sell side due diligence, forensic investigations, valuations, damages and lost profits calculations, and numerous compliance assessments pertaining to the Cost Accounting Standards (“CAS”) and Federal Acquisition Regulation (“FAR”).


GSBinghamGreg Bingham is the President of The Kenrich Group LLC.  He has over 30 years of experience in the field of business consulting, primarily for Government and Construction Contractors.

Mr. Bingham has assisted clients on numerous issues including: (1) testimony on damages and industry practices in the context of commercial disputes arising from government contracts (e.g., prime – sub disputes) (2) consulting on forensic accounting investigations involving allegations of defective pricing, false claims, mischarges, improper labor charging and improper billings; (3) regulatory consulting on compliance issues arising from the contract pricing and evaluation guidance found in FAR Parts 12 and 15 as well as other federal government procurement requirements including the Cost Principles found in FAR 31, the Cost Accounting Standards, and Office of Management and Budget circulars; (4) review or preparation of hundreds of termination settlement proposals on contracts terminated for convenience including the largest terminations in the last 25 years, as well as assistance on contracts terminated for default; (5) review and preparation of claims for changed work, delay and disruption; and (6) analysis of cost realism and other cost and price issues on bid protests.

In addition to his role at the Kenrich Group, Greg is an Adjunct Professor at George Washington University where he teaches Pricing and Cost Issues in Government Contracts, a graduate level course in the Masters of Science in Government Contracts program.  The course covers a wide variety of government contracting topics, including the Cost Accounting Standards, FAR Part 31, and governmental audits, among other issues, and includes students comprised of a diverse mix of government employees (e.g., contracting officers) and contractor personnel.
