The 360 Government Contracting Workshop is a weeklong immersion into the basic elements of government contracting taught by leading experts in their field, and is designed for new professionals in both government and industry.

It will also cover the major FAR principles that every government contract practitioner should know, along with the cost, compliance and pricing aspects of a government contract.

John Van Meter

Mr. Van Meter is a CPA and Senior Advisor with Capital Edge Consulting. Mr. Van Meter was a Managing Director in the Government Contractor Services practices of PricewaterhouseCoopers, LLP, and BDO.  He has over 30 years of experience in government contracting and consulting. Mr. Van Meter spent much of his career with KPMG, where he was responsible for managing the firm's Government Contractor Advisory Services practice delivering professional services to premier clients worldwide. He led advisory projects providing federal contract compliance, regulatory compliance including Sarbanes-Oxley 404 assistance, business system implementation and internal audit outsource services. In addition to Mr. Van Meter's public accounting regulatory and compliance experience, he has worked with Northrop Aircraft, Garrett and The Oeco Corporation in accounting, pricing, internal audit and subcontract management positions.  He has a B.S. degree from Arizona State University and is a member of the American Institute of CPAs (AICPA), Arizona Society of CPAs and National Contract Management Association (NCMA).
 
Kenneth J Allen
 
Ken worked in the federal government for 37 years (31 as a lawyer).  He served in the Army either active or reserve from 1970 until retirement in 2002, and in the civil service from 1984 to 2007.  His last twenty years in government were spent in government contracting and grants, and his last ten years included duties as a Special Assistance United Attorney with an emphasis on contract fraud.  In 2007 Ken retired from government and became the General Counsel of a defense contractor.  In 2009 he retired (again) and now teaches and writes on government contracting subjects.
 
Since 1995 Ken has been a frequent educator for government and private training organizations, including the Army Management Staff College, Army War College, and Naval Postgraduate School (for whom he teaches best practices in defense contracting at the NPS campus in Monterey CA and at several overseas locations).  He has authored over 50 training programs on topics that include government contracting, subcontracting, contract interpretation, federal appropriations and fiscal law, the fiscal law of government contracting, the Antideficiency Act, federal grants, trial advocacy, and legal ethics.   
 
Ken is the author of Thomson Reuters’ Contract Interpretation Handbook, A Guide to Avoiding and Resolving Government Contract Disputes, How to Read a Government Contract, and Federal Grant Practice.  He has recently authored several articles on government contracting in the National Contract Management Associations’ Contract Management magazine (June 2016, December 2015, November 2015) and in Thomson Reuters’ Briefing Papers (May 2016 and March 2015).  He has addressed national conventions of the National Contract Management Association (Worldwide Conference 2016), the American Society of Military Comptrollers, and Thomson Reuters’ Government Contracts Year in Review (2016, 2015, 2014).

Mr. Tomanelli is a retired Air Force Judge Advocate and has held numerous high-level procurement law positions, including Chief of Acquisition and Fiscal Law for the Air Force’s Air Mobility Command and Senior DoD Counsel for the National Reconnaissance Office (NRO).  He has provided consulting services and legal advice in support of highly classified major system acquisitions and has a current TS/SCI security clearance.  Mr. Tomanelli was a Professor of Contract and Fiscal Law at the Army Judge Advocate General's School in Charlottesville, Virginia, for three years where he provided instruction in a wide variety of procurement and fiscal law topics. In 2001, he was selected as “The Outstanding Career Judge Advocate of the Air Force.”
 

Mr. Tomanelli has authored over forty course books and written numerous articles for national publications on federal procurement and fiscal law.  Mr. Tomanelli has authored a comprehensive textbook titled, A Practical Guide to Federal Appropriations Law (MCI, 2003); is the Lead Editor of the Federal Acquisition Regulation (FAR) and the Annotated FAR for Thomson-West Publishing Company; and serves on the Advisory Board of the Government Contractor (West Publishing). 

William Keating

Mr. Keating is a Senior Advisor with Capital Edge Consulting and has over 30 years of experience in government contracts consulting. He has assisted clients in a wide range of matters involving government contract regulatory compliance and disputes, contract pricing and cost accounting, operational consulting, multiple award schedule procurements, special investigations, litigation support, and business risk assessment and mitigation. He held executive positions in the Government Contractor Services practices of major accounting and consulting firms. Mr. Keating spent much of his career with KPMG, where he was the managing partner in the firm’s Government Contractor Advisory Services practice. Mr. Keating also worked in industry at a major defense systems integrator. He began his career in the Federal Government with the Defense Contract Audit Agency and the Inspector General's Office of the General Services Administration. Mr. Keating received his M.B.A. and B.A. from Lehigh University. He is a Certified Public Accountant.
