Frank has more than 30 years of federal business development experience. He has served in senior capture positions for CSC, Raytheon, SAIC, and Vangent, and has led operations in other major government contracting organizations. Most recently, he has been consulting government contractors on Pricing Strategy, Cost Volume Management, Cost and Price Modeling, Basis of Estimate development and Training.
