The U.S. government uses a variety of methods to analyze cost and price during source selection. This session examines policies and issues related to assessing reasonableness, realism, and balanced pricing in these competitive procurements. Differences between fixed-price and cost-type contracts will be discussed, as well how the government’s estimate of “most probable cost” is typically developed and applied.

Tom Wells, Vice President - Dayton Aerospace

Tom Wells is Vice President at Dayton Aerospace, Inc. where he is one of five directors of this privately-held Veteran-owned small business which provides acquisition consulting to industry and government clients.  Tom has over 35 years of acquisition-related experience, including leadership of major organizations and direction of procurement operations supporting weapon systems life cycle management from research and development to sustainment.  Some of the positions he held during his 31-year career with the US Air Force are:  Contracting Officer, Joint STARS Program; Center-level Chief of Contracting Pricing and Director of Contracting; Headquarters Air Force Materiel Command Director of Contracting; and Director of the 711th Human Performance Wing, Air Force Research Laboratory.  Tom retired from the Air Force in 2012 as 13-year member of the Federal Senior Executive Service.
