ACT-IAC Small Business Alliance: Opportunities, Modernizing Government Technology

Information Technology (IT) modernization in Government has lagged compared to similar efforts in the commercial sector, leading in many cases to significant and ongoing cyber security challenges; IT system deficiencies; excessive spending on older, legacy technology; lack of interoperability with both internal and external systems; and difficulty in maintaining infrastructure and applications.  With the goal of modernizing their IT portfolios, agencies are implementing IT modernization through:

  • The Modernizing Government Technology (MGT) Act  which  provides financial resources as well as technical expertise to federal agencies, thereby allowing agencies to invest in modern technology solutions to improve service delivery to the public, secure sensitive systems and data, and save taxpayer dollars. 

  • The Centers of Excellence (COE) program through the U.S. General Services Administration’s Technology Transformation Service (TTS). The COE program will place its initial focus on 5 technical areas – Cloud Adoption, IT Infrastructure Modernization, Customer Experience, Service Delivery Analytics, and Contact Center (and)

  • The General Services Administration’s recently awarded $50 Billion Enterprise Infrastructure Solutions (EIS) contract vehicle replaces older contracts (e.g., Networx, WITS) through which the government has traditionally procured IT infrastructure

The ACT-IAC Small Business Alliance's  half-day forum, will foster an interactive, candid conversation between small business providers of IT services and solutions and government IT, acquisition, and program management professionals regarding modernization within federal agencies and how firms especially small businesses can support. 


Attendees of this session are eligible to receive 4 Continuous Learning Points (CLP's).


Attendees can expect the opportunity to

  • Lead to a better understanding of key Federal IT Modernization areas and opportunities in the federal sector;
  • Enhance knowledge of the MGT and COE processes, status, activities, and opportunities in the federal sector;
  • Discuss Modernization “acquisition” strategies and tools (e.g., contract vehicles), including the GSA $50 Billion EIS vehicle recently awarded;
  • Demonstrate Small Business capabilities to support MGT and the COEs, based on modernization case studies; and
  • Define an actionable plan to help agencies move forward with strong small business participation in their IT Modernization efforts.
