Improving Victim Survivability During Mass Shootings

Alexander Eastman, MD, MPH, FACS

Active-shooter and mass-casualty events are a reality in modern American life, but common practices of law enforcement, fire/rescue and EMS are not optimized to maximize victim survival. Response to an active-shooter event requires coordination between law enforcement and medical providers. This includes shared definitions of terms; jointly developed protocols; and regular active-shooter tabletop and field exercises to facilitate a more integrated, seamless response. Last year the American College of Surgeons (ACS) brought together medical, law enforcement, fire/rescue, EMS and military experts in Hartford, CT, to address improving survival from mass shootings. The meeting, known as the Hartford Consensus Conference, produced a concept paper titled “Improving Survival from Active Shooter Events.” The purpose of this document was to offer workable strategies to help communities and response agencies increase the number of victims who survive mass shootings. Specifically it called for cities to develop an integrated response system, customized to the needs of their community, and focus on the importance of initial actions. EMS World Expo Keynote Speaker Alexander Eastman, MD, MPH, FACS, chief of trauma at UT Southwestern/Parkland Memorial Hospital and a Dallas police lieutenant who participated on the committee, will outline its recommendations and discuss the training and education it recommends to improve coordination and communication among emergency responders when responding to a mass shooting.
