Crisis Leadership For Local Officials



The National League of Cities (NLC) in cooperation with the International City/County Management Association (ICMA) will be conducting an emergency training program "Crisis Leadership for Local Officials" funded by the Department of Homeland Security. NLC will be providing two day training deliveries nationwide. This training program is intended to educate local leaders about their role in emergency management as well as support the National Preparedness Goal of meeting specific national priorities of expanded regional collaboration, as well as strengthening information sharing and inter-operability communications. The course will help improve intra and intergovernmental coordination, communication, and mutual/automatic aid during and after a disaster.

ABOUT THE PROGRAM

The training program is primarily for elected and appointed municipal officials. Here are ten basic questions that will help determine if this course is for you:

1.   As a senior municipal official are you prepared for your community's emergency/crisis? 
2.   Do you know how to recover after an emergency/crisis?
3.   Do you know when to declare an emergency?
4.   Do you know how to recoup funds after an emergency/crisis?
5.   Do you get stuck with the bill after an emergency/crisis?
6.   Do you know your legal obligations?
7.   Do you know how the Small Business Administration (SBA) can play a role in recovery?
8.   Do you know the role of FEMA?
9.   Do you know your role during/after an emergency/crisis?
10. Do you know how to prepare a Hazards, Risks & Vulnerability Analysis?

If you answered NO to any of the above questions, this training course is for you.
NLC is offering this two day training program across the nation for local and appointed officials focusing on three critical areas in emergency management: 1) local-regional-state coordination, communication and information sharing; 2) identifying and understanding key roles and responsibilities for local officials; and 3) technical assistance for emergency plans and agreements.

The training will effectively address the four missions of emergency management: prevention, protection, response and recovery. The course will help improve intra and intergovernmental coordination, communication and mutual/automatic aid during and after a disaster.  The course will curriculum will cover:

Pre-requisite: You must have taken the IS-100, IS-700, IS-800 and be familiar with your local Emergency Operation Plan.
