Managing Government by the Numbers: Financial Challenges in an Age of Austerity

Public sector financial managers are faced with a myriad of challenges in their drive to deliver a fiscally strong government.  Transparency, accountability and the need to turn data into intelligence are top of mind.

 

This track will bring agency stakeholders to explore how government is pursuing the Administration’s goals for a leaner, more efficient government. We’ll take an in-depth look at topical imperatives including the DATA Act, methods for preventing fraud, waste and abuse, integrated procurement and financial platforms, and audit readiness.

 

We’ll learn how to use analytics to enable collective insight, allowing users to engage with all their data via enterprise business intelligence, explore and present data using agile visualizations, and apply advanced predictive analytics for better, more financially sound, forward-looking decision making.

 

Driving Insight to Action: Predictive Analytics in Government

According to the government market research firm, Deltek, predictive analytics is one of the government’s top three trends for 2015.  As part of the federal government's increasing interest in big data solutions, predictive analytics processes allows agencies to extract data from numerous data sets to determine patterns and/or predict potential outcomes.

 

This approach is being used throughout government in logistics, law enforcement, supply chain and warehouse management, and logistics.  This track will bring experts to the forefront to talk about how mission enablement through analytics is driving innovation, uncovering hidden risks and lowering costs.

 

Integrated Talent Management in Government: The People, the Mission, and the Cloud

Human capital professionals in government are faced with seismic changes.  The Federal workforce is aging rapidly; over 40% of government employees are over the age of 50.  In addition, government’s expanded role in society, forged by issues such as health care reform, homeland security, and financial reform, have led to the need to expand the government workforce.  These are exacerbated by budgetary pressure and rapid changes in technology that spur the need for talent in sophisticated areas such as cybersecurity.

 

How do government agencies use an integrated talent management approach to adapt rapidly to ensure their workforce can lead change, cultivate talent, drive results, and build a growth path in the face of changing needs?

 

This track will highlight organizations that have designed effective HR solutions to attract and retain the best talent, and/or were able to retrain and redeploy existing talent to meet changing scenarios, and have pursued cloud solutions to take advantage of their secured and scalable environments requiring less up-front investment and representing savings in operating costs.

Paul Baltzell, Chief Information Officer, Office of Technology, State of Indiana

 

Paul Baltzell has over 18 years’ experience working in various areas of IT consulting and management. After serving in the US Navy, Paul began his career with EDS as a systems engineer, later moving on to work with various consulting firms. In 2005, Paul led the State of Indiana IT consolidation efforts. This effort resulted in $14 million of annual savings for the state through shared systems. For his cost-savings efforts, Paul was awarded a Governor’s Meritorious Service Award. In 2013, Paul was appointed CIO for the State of Indiana by Governor Mike Pence.

 

 

Billy V. Powers, Senior Advisor, Business Continuity & Emergency Preparedness, U.S. Department of Homeland Security

 

Dr. Powers joined the Department of Homeland Security in 2005. In his current role, Dr. Powers manages a host of policy facets that build and promote a culture of individual and organizational preparedness among the National Protection & Programs Directorate workforce. He previously served as the chief of staff for the NPPD Office of Risk Management and Analysis and held positions with the U.S. Senate Homeland Security and Government Affairs Committee (110th Congress) and the DHS Office of Domestic Preparedness. Dr. Powers is also a veteran of the U.S. Air Force.

 

 

Suzann C. Boylan, HR Executive

 

With more than 30 years of global HR executive experience, Sue has worked across multiple industries, including financial services, regulated utilities, insurance, pharmaceutical, and software/services. In addition to her roles at Covance, ADP, and Citicorp, she has served as vice president of HR at American Water, chief HR officer at Radian, and senior vice president and chief administrative officer at State Street Corporation. Sue is a frequent speaker at the CHRO Summit and other HR conferences. Most recently, she was the keynote speaker at the 2014 Workforce Analytics Conference.

 

 

Rorke T. Denver, Former U.S. Navy SEAL

Commander Rorke T. Denver has run every phase of training for the U.S. Navy SEALs and led special-forces missions in the Middle East, Africa, Latin America, and other international hot spots. He starred in the hit film Act of Valor, which is based on true SEAL adventures. His NY Times best-seller, Damn Few: Making the Modern SEAL Warrior, takes you inside his personal story and the fascinating, demanding SEAL training program he oversaw.
