"The Power of Two" - Session Description:
Most chief financial officers (CFOs) and chief information officers (CIOs) know that they need each other to ensure mission success. CFOs know that information technology (IT) enhances processes and enables growth, while CIOs know they need finance’s buy-in to innovate, deliver and secure the IT program. Both roles are heavily involved in bringing innovation to the agency, mitigating risks, and making trade-off decisions on security and compliance. Mr. Joseph F. Klimavicz joined the Department of Justice (DOJ)
leadership team as Deputy Assistant Attorney General for Information
Resources Management and Chief Information Officer (CIO) in May 2014.
In this position, he provides leadership and oversight of the
department's information technology programs and services in support of
the department's technology-intensive law enforcement mission.
Mr. Klimavicz previously served as National Oceanic and
Atmospheric Administration (NOAA) CIO and Director, High Performance
Computing and Communications from January 2007 until May 2014. During
this time, he also served as the Department of Commerce Senior Agency
Official for Geospatial Information (SAOGI), and as the Senior
Executive responsible for the Department's use of the radio frequency
spectrum.
Mr. Klimavicz's 30-year career in the federal government began
with the Central Intelligence Agency (CIA) as an imagery scientist,
developing photogrammetric math models in the National Photographic
Interpretation Center. He subsequently served in line management
positions within the CIA and the Department of Defense (DOD) leading
information technology programs. He also served as the National
Geospatial-Intelligence Agency Deputy CIO, and as the DOD SAOGI.
Mr. Klimavicz received a Bachelor of Science degree from
Virginia Polytechnic Institute and State University in 1983 and a
Master of Engineering degree from Virginia Polytechnic Institute and
State University in 1988. Major areas of study included geodesy,
photogrammetry and imaging systems. In 2012, Mr. Klimavicz received the
U.S. Presidential Rank Award for Distinguished Executive Service - the
highest honor attainable for federal government work.
Mr. Klimavicz lives in Virginia with his wife, Brenda and
their three daughters.

Jolene Ann Lauria Sullens, Deputy Assistant Attorney

Jolene Lauria Sullens is the Deputy Assistant Attorney
General/Controller for the Department of Justice (DOJ). She is
accountable for the development and execution of a budget of over $30
billion and operational responsibilities of executing one of the
nation's largest public sector budgets—spanning over 40 separate DOJ
organizations including large law enforcement organizations. She is
responsible for the Department's public financial statements and its
accounting operations, with management and operational control over
Department’s Working Capital Fund ($1.7 billion), Assets Forfeiture
Fund ($2.1 billion), and it’s Civil Debt Collection Fund ($180
million). Jolene also serves as the Department’s Performance
Improvement Officer. In all of these capacities, she makes critical
strategic planning and resource recommendations to the Attorney
General, Senior Policy Staff, the White House and Congress.
Jolene is the lead executive responsible for implementing
DOJ’s Unified Financial Management System, turning a long-standing
Departmental vision of operating a single modern financial management
system into a reality.
Ms. Lauria Sullens has held several executive financial
management positions during her Federal career. She was awarded the
Presidential Rank Award in 2010 (Distinguished) and 2006 (Meritorious),
and in 2010, she received the Attorney General’s Award, the highest
honor granted by the Department. Jolene was twice a Federal 100 winner,
in 2009 and 2015. This prestigious award recognized her risk-taking,
vision and pioneering spirit in the federal IT community. She holds a
B.S. in Political Science, a certificate in Public Administration from
the University of Maryland, and a Masters degree in Public
Administration from the American University.
