Interoperability & Collaboration: Across DHS and Beyond



Join us for a dynamic presentation and round table discussion featuring keynote Edward F. Davis, III, former police commissioner of the Boston Police Department.  Commissioner Davis will discuss the role of interoperability between federal, state and local first responders – as well as the private sector – during first response and investigative efforts of the Boston Marathon massacre in 2013.  Commissioner Davis will explore best practices, lessons learned and key policy challenges federal, state and local first responders face during natural or man-made disasters, as well as the day-to-day mission. Immediately following Commissioner Davis’ remarks, a panel of experts from government, industry and academia will engage in a round-table discussion and Q&A on the following topics: 

  • How DHS agencies currently address interoperability and information sharing needs, what is working and where are there still gaps in achieving mission outcomes?
  • Explore the breadth and impact of interoperability definitions and needs as they relate to various first response stakeholders.
  • What role should the private sector play in interoperability and information sharing? What are the concerns from both sides?
  • What role does interoperability play in realizing next generation public safety? How can Congress, federal, state and local government agencies and industry improve collaboration to articulate more effective interoperability and information sharing policies?
