Speaker and Presenter Information

Philip Quade
Special Assistant to the Director and Chief of NSA Cyber Task Force, National Security Agency

Mr. Quade is the Special Assistant to the Director National Security Agency for Cyber, and Chief of the NSA Cyber Task Force.

Immediately prior, he served the Chief Operating Officer of the Information Assurance Directorate at NSA, managing day-to-day operations, strategy, planning, integration, and relationships, in cybersecurity and related disciplines.

 

Mr. Quade served external to NSA as head of the Information Operations Technology Center’s Advanced Technology Group, as a Professional Staffer at the US Senate, and at the Office of the Director of National Intelligence for a cross-discipline intelligence effort.

Previous assignments at NSA include serving as a computer scientist, cryptanalyst, computer & network security evaluator, and a variety of policy, program management, and resource jobs.

 

 

David Defalaise

CIP Reliability Standards – Technical Reviewer at FERC

David DeFalaise has worked 14 of 22 years of working as a Federal employee.  Prior to government service, he did about four years doing Rapid Application Development (RAD), and then four years of web development for dot-coms and telecoms.   David then worked for the US Navy for ten years doing Supervisory Control and Data Acquisition (SCADA) and Industry Control Systems (ICS) development on DoD gas and oil pipeline systems.    He has now been at the Federal Energy Regulatory Commission for four and half years working on the CIP Reliability Standards.   Specifically, he managed and served as the technical reviewer for Order No. 791, Order No. 802, and Order No. 822.   David graduated with a degree in Mathematics from Saint Joseph’s University in Philadelphia.

 

Nick Weber

Security Manager at Grant County PUD

Nick Weber has worked in the security field for over 15 years.   He currently serves as the security manager at Grant County PUD. Prior to joining Grant, he served as an auditor on the Western Electricity Coordinating Council (WECC) Cyber Security Audit Team. Mr. Weber also worked for the U.S. Department of Homeland Security as a Critical Infrastructure Assessment Team Leader and later an Electricity Sector Specialist. In these roles he has worked to develop and leverage relationships with critical infrastructure stakeholders and government agencies to increase the resilience of the nation’s most critical assets. Mr. Weber has served as a Cavalry officer for 14 years in the Army Reserve and National Guard, most recently leading a Cyber Network Defense team. Mr. Weber holds the Master of Science in Organizational Leadership from Quinnipiac University and has earned a Bachelor of Science degree from the University of Idaho. He was selected as a member of the Security Systems News 20 Under 40 class of 2014 and currently holds the Certified Protection Professional (CPP), Physical Security Professional (PSP), and Security+ certifications.
