In May of 2017, OMB introduced a new model for the Administration's pulse check on investment health and performance - compliance with Technology Business Management (TBM). As the new Administration makes it's mark on the Federal IT modernization and performance criteria for the federal government, TBM provides a newer framework and methodology for cost accounting in IT Cost Towers. This amends cost structures that report based upon operations, maintenance, development, modernization and enhancements.

 

TBM reporting began in 2017 for Fiscal Year 2019, and shall continue into 2020 and 2021. Prior reporting and CPIC efforts DID NOT INCLUDE this mandate and there have been many reporting changes with the Administration's first reporting cycle with many more expected to come.

 

The Introduction to CPIC and a Review of the Exhibit 300s / Annual IT Management and Budget Report (AITBMR) course & seminar introduces the changes to the process and introduces the new business case report criteria. It delves into the monthly reporting requirements which now accompany the annual budget justification and submittal and the tools like OMB max system, Folio ( next generation e-CPIC), and the Federal IT Acquision Reform Act (FITARA) as well. There are 1, 2, 3 and 4 day versions of this course - this class is the 2 day introduction or refresher course for those practitioners who have responsibilties related to timely reporting and compliance of business cases and the affiliated processes and practices such as: Governance, portfolio management, investment management, project management, capital planning, budgeting, etc.

 

The Introduction to CPIC and a Review of the Exhibit 300s seminar will teach you the key tenets behind OMB Circulars and the GAO's Information Technology Guide as requiring the use of CPIC. During this lecture-based and discussion-enriching seminar you will discuss which types of projects are defined as "Major" investments and how the new Administration has changed the way we are gathering, measuring, reporting and monitoring performance via the "IT Dashboard".

 

We will discuss the requirements and compliance issues surrounding the laws driving and enabling Capital Planning, investment control, performance-based contracting, enterprise architecture and portfolio management. You will learn the importance of establishing and reporting credible cost, schedule and performance data for reporting within the context of demonstrating performance in the Exhibit 300/ Business Case.

 

Throughout the seminar, we will discuss the common compliance challenges for contractor-led work versus government-led work, which CPIC and Exhibit 300 efforts may be appropriately designated for contractor support versus "inherently governmental" roles, and how tools may support or enhance your CPIC efforts. Day one emphasizes an in-depth review of CPIC tenets and practices, Day 2 reviews the Exhibit 300 forms per the latest OMB Circular No. A-11 requirements line-by-line, question-by-question. Up to four (4) days with Capital Planning Professional (CPP) Certification exam preparation are available through Zen Federal LLC.

 

This two-day seminar is facilitated by a Capital Planning Professional Certified Instructor. (CPP-I). This course counts towards Federal Acquisition Certification (FAC) electives, the Capital Planning Professional Certification (CPP) application and/ or electives, as well as can be self-reported with the attendance certificate for other professional, project and program management certification continuing education requirements. It represents sixteen (16) Continuous Learning Points (CLPs).

We offer Continuous Educational Units (CEUs) which we also call Continuous Learning Points (CLPs) that count towards Federal Acquisition Certification federal standards and Capital Planning Professional educational standards. Attendees may self-report their education to the Project Management Institute for conversion to PDUs, to cover continuing educational or elective credits that are applicable to certification maintenance, such as for the PMP - Project Management Professional Certification. The Project Management Institute maintains a conversion chart on their website for these purposes.

Speaker and Presenter Information

Janelle Moore is presently the Executive Director of the Federal Capital Planning & Investment Control (CPIC) Forum. Janelle works directly for CIO Program Management Offices (PMOs); directing and supporting senior management with their portfolio management, information technology (security) and capital planning investment initiatives. Also a published author, Janelle has written extensively for clients and as an advocate for military and special needs families; producing white papers, all facets of proposal support, technical requirements, Capital Asset business case justifications, Capital Portfolio Investment Control documents and a variety of governance documentation products for Congressional reviews. Janelle is co-author of the Capital Planning and Investment Control Guidebook, The Wounded Warrior Handbook ("The Red Book"), The Wounded Warrior Handbook Second Edition, Life After The Military: A Handbook For Transitioning Military, Special Needs Families In The Military: A Resource Guide, The Military Marriage Manual. Janelle is a graduate of East Carolina University, National Defense University, and Syracuse University; with a B.A. degree in Philosophy and Business Administration and a Masters of Science in Information Management from Syracuse University. Janelle holds a Masters of CIO Studies Certificate, Masters of Information Assurance Certificate and two additional CIO Certificates from National Defense University and General Services Administration (GSA). Janelle holds GRC, CGEIT, CPP, and CPP-I certifications.

 

Shawn Battle is presently serving in the capacity of co-chair of the CPIC Forum's Certification & Education Special Interest Group (SIG), is a CPP-I certified instructor and has joined the TBM Council among other qualifications and credentials.
