During a military career lasting more than 20 years, I was involved in some capacity with radar on an almost daily basis as either engineer, collector or analyst. I cannot recall ever coming across a situation where there was any confusion or misinterpretation when discussing ELINT or RESM. The line between the two was hard and fast and the requirements for equipment and personnel was clearly understood for both disciplines.

In the period following, moving into the business world and looking admittedly at a much broader picture I have found when either ELINT or RESM is mentioned at events such as seminars, conferences, trade fairs, customer meetings etc. confusion and even a lack of understanding.

This observation is in large part due to timing my time in the military. It started during the Cold War but finished during the drawdown from Iraq and Afghanistan. The latter conflicts saw little focus on military radar and as a result, radar interception and analysis skills have been severely degraded or even lost.

Naturally, it is an exacting customer’s vision to have a single device executing all tasks on any platform. Has the loss of competency in the ELINT/RESM world led to a belief this a jack-of-all-trades solution exists in an environment where mistakes can be fatal?

In this webinar I will look to define both disciplines, looking where the strengths and weaknesses of each lay and why the results of a lack of understanding can be so severe. I will also examine what happens when ELINT and RESM meet. I will draw from operational experience, simple mathematics and practical demonstration.

Andrew Owen joined the Royal Navy in 1988. After spending ten years as an engineer, maintaining and repairing military radar systems he joined the SIGINT community specialising in ELINT, effectively becoming a gamekeeper turned poacher.

Initially using his radar expertise to identify and geolocate individual platforms by radar parametrics he repositioned to become a technical ELINT analyst.

The primary aim of this role was discovering the capability and function of individual radars/radar modes and provide customers with definitive reports.

During this time, Andrew also carried out numerous operations as collector, analyst and team leader on various types of platform as well as in the land theatre. Since joining Rohde & Schwarz in 2012 he is the principal driver for the company’s ELINT business development.
