Exporting to the U.S. and Foreign Governments Webinar

The United States federal government is the single largest buyer of goods and services in the world. When these purchases require delivery of hardware, software, technology, and services outside the US, it’s time to think about export controls. As a government contractor or subcontractor you do not have the luxury of ignoring the regulations merely because the federal government is your customer. When a sale to the government is also an export to the government, it’s important to understand the implications under the International Traffic in Arms Regulations and the Export Administration Regulations.

Many exporters also sell to foreign (non-US) governments. The export control regulations include provisions which can in some ways make these exports more challenging, but in other ways provide avenues to export to selected government customers without licenses which might be necessary for non-government entities. In this webinar, we will consider exports to both US and non-US government agencies.

Whether your exports are subject to the ITAR, the EAR, or both, you will benefit as we discuss these issues:

  • Which deliveries to the US Government are actually exports?
  • Is there a way to avoid export control issues when selling to the US Government?
  • Exporting to foreign governments abroad and domestically
  • What the Foreign Military Sales (FMS) program means for export compliance
  • ITAR exemptions: the new 126.4, 126.6(c), and more mean you may not need a license
  • EAR license exceptions: License Exception GOV and other “license-free” authorizations
  • Key issues to consider when you must apply for a license
  • How the ITAR and EAR apply to exports by US Government departments and agencies
