Export Controls in 60 Minutes for Tech Start-Ups and Their Funders: A TWO PART Webinar Series



This two-part webinar series is designed for technology start-ups and other privately held smaller companies, their funders, and legal advisors.

 

The program is designed to quickly explain the most important aspects of US export, employment, and investment laws with the most impact on companies that may:

 

  • Hire non-US persons, including those on student and other temporary visas
  • Have non-US person founders or board members
  • Be potential targets for acquisition
  • Be seeking funds from investors that may represent foreign principals
  • Be Venture Capital investors in emerging technologies

 

The US Government national security and law enforcement communities have created programs to investigate and limit activities involving hiring and investments within the emerging technology space. Emerging technologies include: Artificial Intelligence (AI) and Machine Learning, Microprocessor development and production, Advanced Computing, Data Analytics, and Quantum Technologies. The hiring of non-US persons may require export licenses and equity investments from non-US persons may require governmental review. The goal of this webinar series is to educate and empower organizations that may face these issues and mitigate the impact on business operations.

Felice Laird

Senior Consultant

 

Felice Laird has over thirty years’ experience helping companies comply with the US Export Administration and International Traffic in Arms Regulations.   Felice specializes in transactional work, reviewing clients’ product lines to establish licensing requirements and then providing guidance on how best to deal with any government restrictions on export.  Felice is a subject matter expert in encryption export controls and has helped both large and small firms navigate the complex restrictions on data security technologies.

 

Prior to becoming a consultant, Felice worked at the Department of Commerce in what is now the Bureau of Industry and Security.  She also worked as an International Trade Analyst at the law firm of Paul, Weiss, Rifkind, Wharton and Garrison and as an Export Compliance Administrator for GTE Corp (now Verizon).

 

Felice served on the encryption working group of the President’s Export Council Subcommittee on Export Administration (PECSEA), as well as serving as a PECSEA member during the Bush Administration.  Felice is active in the National Council on International Trade and Development and TechAmerica’s Export Committee.  She has a BA from the University of New Hampshire and a MS in International Business from the American University.
