In 2014, the Category Management initiative was launched to eliminate redundancies, increase efficiency, and deliver more value and savings from Government acquisition programs. Through this initiative, the Best-in-Class (BIC) contract was born.

What is a best-in-class contract? BIC contracts are specific multi-agency contracts (or vehicles) that have been designated by the OMB as a preferred Government-wide solution and meet a designated set of criteria.

BIC contracts have historically come under harsh critique, particularly from small businesses.  The consolidation of task orders coupled with lackluster standardization efforts have created a barrier of entry for many small and nontraditional firms.
