This growth is leaving agencies concerned about the administrative burden that results from federal mandates that require making publicly funded research outputs findable, accessible, interoperable and reusable.

Last year the Government Accountability Office (GAO) published a study titled "Additional Action Needed to Improve Access to Research Results." The report examined the extent of US agencies' progress implementing plans to increase public access to federally funded research results, per the 2013 Office of Science and Technology Policy (OSTP) memo directing the development of such actions.
