USDA Farm Product and Conservation (FPAC) shaped its portfolio-wide IT service requirements into multiple areas named for trees. Collectively, the new procurements shaped by each “tree area” addressed new and continuing IT service delivery needs previously covered by legacy contracts. FPAC shaped their strategic procurements based on thorough market research using innovative tactics and well thought out vendor communications to create procurements that truly met the needs of the programs.
