The American Rescue Plan (ARP), which was passed in March 2021, made $350 billion available to state, local and tribal governments through the Coronavirus State and Local Fiscal Recovery Fund. ARP also provided more than $162 billion in supplemental funding through the Elementary and Secondary School Emergency Relief Fund and the Higher Education Emergency Relief Fund.

Joe has conducted state and local government research with e.Republic since 2007 and knows the ins and outs of government on all levels. He received his Bachelor of Arts in government and international relations from the California State University, Sacramento.
