Presidential Records Management (RM) Memorandum – Managing Government Records: How to Comply Workshop



This one-day b Potomac Forum Workshop will focus on the requirements and deadlines mandated by President Obama in his November 28th Memo to Heads of the Executive Departments and Agencies.  Key Executives from NARA and Government Agencies will discuss the memo and its implementation augmented by detailed review and analysis of the sections of the memo to help agencies  better under what they need to do and how to do it.   The goals of this workshop are:  better submissions to NARA and the fine tuning of existing Records Management Programs to implement the principals and requirements of the Memo (both in the spirit and letter of the requirements).

Rosen Director, Policy Analysis and Enforcement Office of the Chief Records Officer National Archives and Records Administration --------------------- Tasha Thian Department Records Officer Department of State --------------------- Deborah Amentrount Records Officer Nuclear Regulatory Commission (NRC) Sharon Whitt Director of Information Quality and Records Management Export-Import Bank Sharon Whitt has over 15 years of Records Management experience with Federal agencies and organizations ranging from the Executive Office of the President to the National Archives Records Administration to the U.S. Environmental Protection Agency. Currently, Ms. Whitt is the Records Officer for the Export - Import Bank. Before working for the Export-Import Bank, she served as the Program Manager for the Department of the Interior (DOI) - Office of the Secretary where she had oversight for the agency-wide Electronic Records Initiative and the eGov eRulemaking Initiative encompassing all nine DOI rule making Bureaus. Ms. Whitt has enjoyed a long tenure with the National Archives Records Administration (NARA). While working at NARA, Ms. Whitt led the implementation of NARA's internal e-mail electronic records management system for several NARA offices. In addition to representing NARA on the eGov eRulemaking initiative, Ms. Whitt also implemented an electronic document management system for Office of the Federal Register. Receiving the Silver Medal from the Executive Office of the President (EOP) was a defining moment in Ms. Whitt career and a direct result of her hard work and dedication. Ms. Whitt was responsible for the Clinton e-mail restoration project and defining the business functions for the Enterprise Architecture initiative for the EOP coordination with the White House Presidential Records Office in setting up an electronic tracking system. While working with the Environmental Protection Agency (EPA) - Office of the Inspector General, Ms. Whitt was responsible for the development and implementation of an electronic audit tracking system, a correspondence tracking system, and defining requirements for an electronic investigative tracking system. Patricia Capers Records Officer Office of Personnel Management Patricia serves as the Office of Personnel Management Records Officer. The National Personnel Records Center is the second largest holding facility in the country. In addition to the sheer volume of Personnel Records, OPM operates the largest insurance company in the world and pays out over 50 billion in retirement funds yearly. Her expertise in records and information management has its foundation in real world experiences that spans over 25 years. Ground work in this area was started when she joined the United States Air Force and served our country for 24 years. During her time in the military she was Superintendent of Nursing Service at Andrews Air Force Base, a Financial Specialist with the Pentagon and retired as Chief of Medical Records for the Air Force Reserve. She was a Prosecutor for Aurora Municipal Court prior to joining EnCana Oil and Gas company, the 8th largest in the world, as an E-Discovery Attorney. As contract work on a 2.5 billion dollar law suit came to a close, she interviewed with the National Archives and Records Administration. Selected as a Regional Records Instructor and advisor she attributes a great deal of her records management knowledge to her former boss Mark Ferguson. She has team taught with Jason Baron, Director of Litigation at NARA a course entitled Records Management for Agency Counsel. She was the editor for a special edition news letter where Mr. Baron wrote about the New Rules of Civil Procedure What Every Agency Needs to Know. This source is cited by others in the industry to include the Secretary of State for Montana. Patricia has been asked by researchers in the industry for her records management advice. Patricia is active in ARMA International, graduated summa cum laude with a Masters in Political Science and received her Juris Doctorate from the University of Denver College of Law, graduating from the evening program in 3 years instead of the conventional four. She balanced a full-time job, an internship at a downtown law firm and the lives of her two sons Dorian and Robert. She has also served as a Colorado Supreme Court Fellow and co-authored an amicus brief submitted before the United States Supreme Court. Downs has been a member of the Vistronix team since 1997. He holds over 15 years of experience supporting clients in both the government and commercial arenas with specific emphasis on Information and Records Management. Mr. Downs has served as a Subject Matter Expert for clients such as the Department of Justice for the purposes of developing records management systems compliant with National Archive Records Administration guidelines and requirements. He has assisted with the development and migration of paper document systems to electronic formats and platforms. In addition to performing high-level consulting duties as a Records Management Expert, Mr. Downs also manages the daily operations of several Records Management projects for Vistronix. In addition to his significant support to the Department of Justice, he has also supported clients such as the Department of the Interior, Department of Treasury, and Department of Commerce. Mr. Downs holds a certification in the Technical Fundamentals of Documentum and holds a Project Management Certification from Villanova University. He also has a B.A. from Villanova University in Economics. Tom Munzer, CRM, CDIA+ Certified Records Project Manager Vistronix, Inc. Thomas Munzer, CRM, CDIA+, brings over 25 years of expertise in Records Management to the Vistronix team. He is a skilled information professional and Project Manager with in-depth expertise in records and information policy development, and in the development, evaluation, maintenance, administration, and enhancement of information management systems. Mr. Munzer is a member of Institute of Certified Records Managers (ICRM), the Association of Records Managers and Administrators (ARMA) and the Association for Image and Information Management (AIIM).
