Working at the Speed of Crime: Evidence Screening in Support of NIBIN
Any effective Crime Gun Intelligence Program relies on the expeditious processing of firearms-related evidence to achieve the goal of intelligence lead, firearms-based investigations. The possible intelligence gained through National Integrated Ballistic Information Network (NIBIN) Leads loses its value the longer it takes to identify the associations and pass that information to investigators. In NIBIN processing, TIMELINESS is crucial. As law enforcement agencies across the country begin to establish their own NIBIN sites outside of the lab environment, many are faced with a recurring concern: how to implement a timely NIBIN process that coincides with the needs for DNA, latent prints, and further firearms processing by forensic scientists and still meets prosecutorial needs for later trials.
This presentation will discuss the challenges we faced in making a department-wide cultural change in evidence handling and the partnerships required to implement new evidence screening and processing strategies in support of CGIC goals.

Jessica Ellefritz is a Criminal Intelligence Analyst with the Phoenix Police Department’s Violent Crimes Bureau, Crime Gun Intelligence Unit. She has worked for the Phoenix Police Department for 16 years and has been working with the Crime Gun Intelligence Unit since 2010. Jessica became a certified NIBIN Trainer in the state of Arizona in 2014 and has trained over 50 new users from across the country in acquisition protocols for IBIS. In partnership with Maricopa County Attorney’s Office and the Phoenix Police Laboratory Services Bureau, she recently authored and implemented a new firearms-related evidence processing policy, successfully enabling Phoenix Police Department to become compliant with ATF’s MROS and resulting in the expedited processing of firearms-related evidence.
Jessica has provided Crime Gun Intelligence training to sworn law enforcement at the Arizona Homicide Investigators Association (AHIA) Annual Conference and students at Grand Canyon University Forensic Science Day. In 2019, she provided online “NIBIN Challenges and Opportunities” training for the FTCoE/ASCLD Train the Director webinar series as well as taught Crime Gun Intelligence and NIBIN at the Advanced Forensic Science Academy, providing advanced level training to prosecutors and defense attorneys in Maricopa County. She has been a member of the International Association of Law Enforcement Intelligence Analysts (IALEIA), the Arizona Association of Crime Analysts (AACA), and the International Association of Crime Analysts (IACA). She graduated from Arizona State University in 2002 with a B.A. in Justice Studies with an emphasis in Sociology.
