Creating a Culture of Inclusiveness: Recruiting a Diverse Workforce



Police departments nationwide struggle with recruiting diversity to their sworn law enforcement positions. Chief Ken Clary and Sergeant Howard Banks (Bellevue, NE Police Department), will discuss a new approach to this long-term issue, as well as action steps implemented within their Department, which have led to positive change. From giving up control of messaging, to creating a team working towards a common goal, they will give specific examples that can be tailored to your organization as we all work to make our police forces more demographically representative of the populations they serve.

Speaker and Presenter Information

Howard Banks is currently a Sgt. with the Bellevue Police Department. He has been employed by the Bellevue Police Department for approximately eighteen years.  While at the Bellevue Police Department, he has worked as a Road Patrol Officer, School Resource Officer, Road Patrol Sergeant, School Resource Officer Unit Supervisor and is currently the Sergeant of the Office of Professional Standards Unit, which includes recruitment and hiring.   Educationally, he received his Bachelor’s degree from the University of Nebraska at Omaha, Master’s Degree from Bellevue University, and is halfway through completing his Doctoral Degree through Capella University.

 

Captain Ken Clary has worked for the Iowa State Patrol since 1994 and currently serves as an Area Commander, which involves the oversight of four patrol districts totaling approximately one-quarter of the State of Iowa. Captain Clary received his Masters in Public Administration from Upper Iowa University and will begin his work as a PhD Candidate at the University of Nebraska – Omaha this fall.  He is a graduate of the FBI National Academy (Session 269), International Association of Chiefs of Police – Leadership in Police Organizations, and the Northwestern University School of Staff and Command.  Captain Clary was selected by the National Institute of Justice as a Law Enforcement Advancing Data and Science (LEADS) Scholar and served in that capacity from 2016 to 2019.  He also serves as an Executive Fellow for the Police Foundation.
