Managing High-Risk Adolescents: A Case Study of the Averted Paw Paw High School Shooting and the Southaven Pier Shooting



Does adverting a school attack ensure that the threat of violence has been mitigated? In 2018 a youth at Michigan High School was arrested after his mother uncovered a school shooting plot. Although the school shooting was averted, the subject of concern went on to conduct a tragic act of violence after his release from juvenile detention three years later.

 

Researchers from the National Policing Institute and Michigan State University, Department of Psychiatry will present a case study of the events to demonstrate the challenges of managing adolescents in community settings who are at risk of committing an act of targeted violence. The presentation will highlight the need for ongoing engagement and management of persons of concern in the community to reduce dangerousness and support rehabilitation.

 

The case study presents valuable lessons learned for public safety, educators, behavioral health professionals, and juvenile/criminal justice officials. Specific emphasis is placed on the need for collaborative multidisciplinary interventions to prevent acts of targeted mass violence that endure after mitigating the initial crisis.

Speaker and Presenter Information

Sammie Wicks is a Senior Program Manager at the National Policing Institute’s Center for Mass Violence Response Studies. Prior to working with the National Policing Institute (formerly the National Police Foundation), Sammie served as a law enforcement officer for ten years. He began his law enforcement career with the Memphis Police Department in 2011, where he served in various roles including patrol officer, crisis intervention officer, and community outreach officer. Sammie then served as a police officer with the Aurora Police Department from 2016 to 2021. As a member of the agency’s Crisis Response Team, he developed and managed the agency’s Targeted Violence Prevention Program. In this role, he partnered with a mental health professional and conducted behavioral threat assessments and individualized pre-criminal psycho-social interventions.

  

Frank Straub, PhD, is the Director of the National Policing Institute’s Center for Mass Violence Response Studies (CMVRS). Under his leadership, the NPI has conducted in-depth studies of targeted mass violence events in San Bernardino, Kalamazoo, Orlando, Parkland, and the University of North Carolina-Charlotte. He has also led reviews of the police response to civil unrest in several cities. It was under his leadership, that the NPF began including mental health practitioners on its review teams to ensure counseling services or referrals were available to responders, survivors, and witnesses.
