Test & Evaluation in a Digital Engineering Enabled World

The perceived need to minimize test & evaluation activities within the acquisition community to shorten development and acceptance times is constant; however, test activities are not hindering acquisitions, but rather the lack of reliable information.  Evaluation of test events provides the data required to demonstrate technical, functional, and war fighting capability, and affords the opportunity to identify and resolve system deficiencies during development and prior to making a final acquisition or fielding decision. Data and test planning before the test event is critical whether testing occurs virtually within the digital environment or the live environment. Models within the digital engineering environment may supplement or inform live testing, especially early in development or for modifications when the system has matured. The hope to replace live testing with digitization may prove a bridge too far.  In order for testing to be value added it must not take too much time and must provide quality information to appropriately affect systems engineering and acquisition decisions. In this talk we discuss the demands for testing, the Scientific Test and Analysis Techniques process and what test planning may look like in a digital engineering enabled environment.
