The Independent Government Cost Estimate (IGCE) is a cost estimate developed by the Government Requiring Activity, based on the requirements of the Performance Work Statement (PWS) or Statement of Work (SOW). An IGCE is used to assist in the determination of the acquisition strategy, as well as an estimated cost for the proposed effort.
