Joseph V. Kaplan, a founding principal of Passman & Kaplan, practices in the areas of employment, labor, and discrimination law. He primarily represents employees and labor unions of the Federal and District of Columbia Governments, litigating before the Merit Systems Protection Board, Federal Labor Relations Authority (FLRA), Equal Employment Opportunity Commission (EEOC), Federal Mediation and Conciliation Service, Federal Service Impasses Panel and other administrative agencies. Mr. Kaplan is a frequent lecturer at professional seminars concerning various labor and employment law topics, including LRP Publications’ Annual Federal Dispute Resolution Conference and EEOC EXCEL.
