Speaker and Presenter Information

Sam Le runs his own law office in Fairfax, Virginia, through which he advises clients on federal procurement regulations with a focus on SBA programs. He also writes GovCon Intelligence, a popular newsletter about small-business contracting. Sam is one of only two people to have ever served as SBA’s director of procurement policy. In that role, he was a principal drafter of the government’s small business contracting regulations. Previously, he was deputy associate general counsel for procurement law at the SBA and litigated cases before OHA, GAO, and other venues. 

 

Jacelyn Ferriell is a Partner in Aprio’s Aerospace, Defense, and Government Contracting Services Group, where she leads the firm’s GSA consulting practice. With over 15 years of specialized experience, Jacelyn drives strategic initiatives that help contractors navigate complex compliance requirements and maximize growth. Her expertise across the entire GSA Schedule lifecycle makes her a trusted advisor to businesses seeking long-term success in the federal marketplace.

 

Jeff Koses is recognized as an innovative leader in the field of acquisition. As Senior Procurement Executive for the General Services Administration, Jeff has three priorities: 1) strengthen the acquisition workforce, 2) smart and effective buying and 3) healthy and productive industry relationships. Jeff and his team are working to ensure an acquisition system that is modern, accessible, and streamlined. Jeff is a voting member of the Federal Acquisition Regulatory Council where he is a champion for acquisition reform. He also oversees the Federal Acquisition Institute which supports 180,000 members of the civilian acquisition workforce.

 

Brian Friel is a federal contracts expert with two decades of experience analyzing the business of government.  Using a big data approach, Brian and his company, BD Squared, have assisted dozens of companies in winning major contract vehicles, including Alliant 2, OASIS, OASIS+, Polaris, FBI ITSSS-2, CIO-SP4, STARS III, SeaPort-NxG, and VETS 2. His company has also provided Gate Zero reviews of more than 9,000 task order level opportunities, aiding contractors in winning more than $6 billion in task orders on those vehicles in the past six years.
