Executive Order 14409 put a 30-day clock on federal cyber defense. Section 2 sets firm deadlines to harden federal systems, stand up an AI vulnerability clearinghouse and enforce against AI misuse, with key deliverables due July 2 and the frontier-model framework due August 1. The mandate rests on one unstated assumption: that an agency already has a current, authoritative model of how its network behaves. Most do not. The result: defense cannot be prioritized, vulnerabilities cannot be triaged and hardening cannot be proven.
