Fixed-Price Incentives - Are They Being Used Properly?

Over the past several years, there has been a shift toward fixed-price-incentive-fee (FPIF) contract types, especially within the Department of Defense (DOD) with the implementation of the Better Buying Power initiatives, and the prevalence of FPIF contracting does not appear to be shifting under the new administration. This presentation examines the nature of FPIF contracts and how they have been misused in several areas—particularly contracts for professional services and sustainment efforts. However, we recognize that there may be different opinions with regard to this topic, and attendee input is welcomed and encouraged, especially from those having specific examples of whether there will be a reduction in the use of FPIF for specific contract arrangements.

Speaker and Presenter Information
Jim Gill, Associate
Canyon Consulting
Mr. Gill worked for 37 years in Contracting for Major Weapon Systems for Space & Missile Systems for the USAF. He began at the Ballistic Missile Office, working his way to Contracting Officer. The Organization was moved during a BRAC in 1995 and he moved to LA where he held several positions including CO, Division Chief, and Committee Chief. He retired from the AF and returned as a RA in 2006, where he was the Technical Advisor to the Director of Contracting, negotiating several multi-billion dollar contracts for the Space-Based Infra-red Program. He was an adjunct professor for DAU teaching Pricing. He has authored numerous articles for a number of Journals. He was an Adjunct Professor at Cal State San Bernardino, where he developed and taught a class on the acquisition of major weapon systems at the Graduate School level. He currently works as an Associate for Canyon Consulting.
