Initial Law Enforcement Response to Suicide Bombing Attacks

 

The Eugene Police Department, the Eugene Springfield Fire, and Cybersecurity & Infrastructure Security Agency (CISA) invite you to attend a FREE training opportunity.

 

The Initial Law Enforcement Response to Suicide Bombing Attacks (ILERSBA) course presents information on suicide bomber recognition and appropriate response categories, including tactical response.

This course is designed to prepare law enforcement officers to recognize the threat of an active suicide bomber through the recognition of Suicide Bomber Improvised Explosive Device (SBIED) components and suicide bomber behavioral indicators. The course provides multiple response strategies to effectively interdict a suicide bomber. Additionally, the ILERSBA course teaches law enforcement officers how to establish response priorities when responding to a suicide bombing post-blast scene, given the unique hazards associated with such an incident.

Topics covered include but are not limited to:

 

  • Identify Suicide Bomber Improvised Explosive Devices (SBIEDs), SBIED components, and SBIED delivery methods.
  • Identify suicide bomber behavioral indicators.
  • Identify active suicide bomber tactical, self-removal, remote, and manual response categories and their strategies.
  • Recognize suicide bomber incapacitation strategies and associated hazards.
  • Identity response priorities during a suicide bombing post-blast incident.
  • Identify personal safety protection actions during a suicide bombing post-blast incident.

The Initial Law Enforcement Response to Suicide Bombing Attacks (ILERSBA) course was developed with support and cooperation from the Department of Homeland Security, National Bomb Squad Commanders Advisory Board, and New Mexico Tech to provide front line law enforcement officers with the skills and knowledge to effectively interdict and respond to an imminent suicide bombing attack (person-borne or vehicle-borne) or a non-suicide attack involving a vehicle-borne device.
