The United States Department of War, Deputy Assistant Secretary of War (DASW) for Strategic Influence and Information Policy (SIIP) and United Kingdom's Ministry of Defence, coordinated by Military Strategic Effects (MSE) and Strategic Effects Policy (SEP) welcome you to Phoenix Challenge ^®  2027, March 9 – 11, 2027 at the IET Savoy Place in London. This forum provides a unique opportunity for leaders and professionals across the many information disciplines to come together to examine our shared successes, address persistent gaps, and identify new opportunities to strengthen collective advantage in an increasingly contested information environment.

This year’s theme— “Information Maneuver: Achieving Advantage in the AI Era” reflects the profound transformation underway in how nations shape perceptions, enable decisions, and generate strategic effects. Information Maneuver captures the integration of cognitive, technical, and operational disciplines to achieve advantage across the spectrum of competition and conflict. As artificial intelligence accelerates the speed, scale, and sophistication of influence and decision-making, the ability to maneuver in and through the information environment has never been more essential.

Phoenix Challenge 2027 builds on the momentum of previous gatherings and advances the community’s understanding of how to employ information as a decisive element of national power. This year’s program explores emerging concepts, AI-enabled influence and IO capabilities, coalition information advantage, strategic effects in a hyperconnected world, and the challenges posed by state and nonstate actors contesting the information environment.

We welcome participants from across government, industry, academia, and partner nations. Your expertise—spanning cognitive sciences, data and AI, cyber operations, strategic communications, operational design, policy, and technology development—is vital to shaping the future of Information Maneuver and strengthening the resilience and effectiveness of the broader information enterprise.
