Making the Most of License Exception STA

Export control reform is here, and hopefully you are already experiencing some relief. But you may have also discovered a catch. The changes relax certain export controls, but they do not simplify them. The rules are now even more complex. Both the U.S. Munitions List and the Commerce Control List are longer than ever. Many of the items which were once controlled on the USML have moved into the new CCL 600 Series ECCNs (for example, 9A610). And most exports of items classified in 600 Series ECCNs are ineligible for No License Required.

What does that mean? It means that it many cases, your only option short of applying for a Commerce Department export license will be License Exception STA. The good news about License Exception STA is that it may permit you to make exports (600 Series and otherwise) which have never before been possible without a license. The bad news is that understanding, using and complying with STA can be a challenge.
