Top 6 Tools to Monitor Contract Performance



The Contracting Officer’s Representative (COR) has the primary responsibility for monitoring contractor performance for the Contracting Officer (CO).  The COR’s influence on contract monitoring begins during acquisition planning, but once the contract is awarded the COR becomes the lead agent for contract surveillance.

 

This webcast introduces six tools that will help you monitor contractor performance and provide timely and effective feedback to the CO to enable successful contract management.

 

The contract has been awarded and the Post Award Orientation has been scheduled.  The Contracting Officer’s Representative (COR) is the principle representative of the Contracting Officer (CO) for post-award management of the contract.  There are a number of tools available to the COR to monitor contractor performance.  These are six of the most effective tools to monitor contractor performance: 

  1. Contractor Progress Reports
  2. Contractor Quality Assurance Plan (QAP)
  3. Quality Assurance Surveillance Plan (QASP)
  4. Earned Value Management (EVM)
  5. Performance Assessment
  6. Product or Service Inspection & Acceptance

The use of these six tools will vary based on the type and complexity of the contract, direction from the Contracting Officer (CO), and the experience and performance of the contractor.  But effective contract management depends on how the COR performs his/her role and how effectively the COR uses the tools available to monitor contractor performance.

Ronald C. Flom is an experienced senior executive, a member of the Partnership for Public Service Senior Advisor to Government Executives (SAGE) Program and is both a Chief Acquisition Officer SAGE and a Chief Human Capital Officer (CHCO) SAGE.  He was elected to a five-year term as a Director of the Procurement Roundtable in January 2013 and was the Associate Director for Management Services and Senior Procurement Executive (SPE) for the United States Office of Personnel Management (OPM) from December 2003 through January 2010.
