Featuring Mr. Phil Minor, Deputy Director for the Common Operation Environment (COE) Directorate, Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT))

 

Mr. Phil Minor is the Deputy Director for the Common Operating Environment (COE) Directorate, Assistant Secretary of the Army for Acquisition, Logistics and Technology (ASA(ALT)).  He served in the U.S. Army for over 20 years, initially joining as an Enlisted Logistician.  After several years, he completed Officer Candidate School and was commissioned as an Officer in the Signal Corps. 

 

Mr. Minor’s military assignments include: Test Officer in the Army Operational Test and Evaluation Agency, where he was instrumental in testing 1st generation digital communications systems; Communications Staff Officer, 125th Aviation Battalion (Korea); Battalion Operations Officer, 5th Signal Command (Germany); Branch Chief, Studies and Analysis, U.S. Army Signal Center where he led an analysis to size the communications architecture required for an Army heavy division with 1st generation, tactical digital systems; Executive Officer, 72nd Signal Battalion (Germany), where he deployed the battalion to the Balkan states to install and maintain a SATCOM network, connecting NATO countries to the force headquarters; and Defense Intelligence Agency as the Officer-in-Charge of the Special Intelligence Communications Center and Project Officer for Joint Worldwide Intelligence Communications System (JWICS). 

 

Mr. Minor has led the Common Operating Environment effort for ASA(ALT) for the past four years, synchronizing Army Staff, TRADOC, and the Program Executive Offices (PEOs) that lead the six COE Computing Environments (Command Post, Mobile/ Handheld, Mounted, Data Center/Cloud/Generating Force, Sensor, and Real-time/ Safety Critical/Embedded).  He has also provided leadership and guidance for the development of the COE Implementation Plan, system of systems engineering and integration, and governance. 

 

Mr. Minor’s COE insights have been incorporated into articles published by the National Defense Magazine and the U.S. Army Official Homepage, as well as during COE panel sessions at the Military Communications (MILCOM) 2014 International Conference.  Phil earned a Bachelor of Science Degree in Computer Science from the University of Maryland and a Master’s degree in Information Systems Resources from Webster University. He is a native of Detroit, Michigan.
