Funding Mechanisms for Source Water Protection Programs



Necessary funding for an optimized source water protection program is difficult for most utilities to obtain. The goal of this webinar is to give pointers to water utilities (managers, commissioners, other utility staff) and utility partners on how to set up a permanent source water protection reserve account using a utility’s rate structure. Following is the webinar outline:

  1. Source Water Protection Funding Overview. Introduction to source water protection capital budget needs as part of asset management, the SDWA Multiple Barrier Approach, and AWWA’s Source Water Protection Standard G300-14
  2. Making the Case for a Source Water Protection Reserve Account and How to Set It Up. Detailed instruction (referring to the following Utility Case Examples) will be given on how to make the economic, social, and environmental protection case for source water protection to utility councils/boards and others, including what is convincing information (such as an ability to leverage other funding sources like the Healthy Watershed Consortium Grant Program and NRCS RCPP funds), as well as a step-by-step approach to setting up and using an account:

    • Utility Case Example – Securing a Dedicated Source Water Protection Fund at Beaver Water District
