In the last two years, the U.S. Small Business Administration (SBA) has made monumental changes to its regulations concerning the eligibility of joint ventures to compete on small business and status-based set-asides. These include major revisions to the 8(a) mentor-protégé program, creation of the “All Small Business” mentor-protégé program, and opening the door to joint ventures comprising multiple small businesses.
