Speaker and Presenter Information

Raymond C. Bjorklund Senior Vice President and Chief Knowledge Officer, FedSources, A Washington Management Group Company Ray has more than four decades hands-on experience in Federal IT program management and procurement processes. Ray has had a broad range of experience across government agencies. At the Defense Information Systems Agency, Ray conducted strategic planning, reformed and streamlined DISA procurement processes, and personally reviewed over 700 large procurements. Ray played a key role in awarding and administering the DISN, DEIS II, JIEO Systems Engineering, DII Common Operating Environment, and DII Integration contracts, as well as over $4 billion in other IT contracts. Within the U.S. Air Force, Ray managed several USAF development and production programs for command, control, and communications systems at the USAF Electronic Systems Center. He also developed policy and plans for satellite communications resources at Headquarters USAF. In dealing with numerous command and control and joint force structure issues at the Pentagon, he developed new methods for apportioning limited satellite capacity. As Senior VP and Chief Knowledge Officer at FedSources, Ray uses this vast experience to analyze the federal budget and identify market factors, technology trends, and strategic solutions to help clients posture for success in the government marketplace. Ray holds a BS from the University of California at Davis in Environmental Sciences and a MS from Northrop University in Procurement and Contract Law. He authored The Dollars and Sense of Command and Control, a major 1995 National Defense University book about measuring the value of information technology in the context of other capital investments.
