Prior to starting his own firm, Mr. Carroll served as Army Program Executive Officer, Enterprise Information Systems (EIS), from 2003 to 2007. In this role, Mr. Carroll was responsible for the program management of the Department of Defense and Army business and combat service support programs, as well as related Army communication and computer infrastructure. He managed over 600 employees and obligated over $3 billion per year.
