Since 2013, individuals and small businesses have had the opportunity to shop for affordable, comprehensive and standardized health insurance plans from their state’s Health Insurance Marketplace. When the Affordable Care Act first mandated these exchanges, states had to navigate a complex landscape of policy and operational decisions, but marketplace operations and technology have matured significantly in the last several years.
