Keynote: Re-Align Government Resources to Meet Citizen Expectations
Reports show that citizens currently lack confidence in government due to cuts and adjustments that have occurred in many government programs. To gain citizen support and enthusiasm for government and public service, reform and better utilization of tax payer dollars must be executed throughout all government entities. During this keynote address, we will discuss how to revamp program delivery, execution and performance management based on stakeholder feedback.

Breakout Session A
Advanced Case Management in Government: A single view of the citizen
Throughout the life-cycle of beneficiary submission cases, there is a need to converge structured information (data) with unstructured information (content) to provide a single view of the citizen. But all too often, the systems and processes that support and manage citizen cases are organizationally and programmatically focused.    With limited cross-organizational capability, transactions live in silos, even if they are prompted by the same person. As a result, social services organizations are unable to address the expectations and the needs of some citizens while duplicating services and benefits for other citizens.  

By providing intelligence to electronic case files for improved exception handling and decision making and enabling organizations to gain better insight into and correlations
across content, agencies can gain a single view of the citizen –  reduce the overall costs associated with providing social services and improving fraud detection.

Predictive Crime Analytics for Smarter Public Safety
During this session, you will learn how police departments can use IBM's predictive crime analytics solutions to improve overall operations, maximize public safety resources and help reduce crime without a proportional increase in staff.  Through the use of IBM predictive analytics solutions and geographic information systems from ESRI, see how to recognize trends and help thwart crimes before they happen making life safer for citizens.

•    Recognize patterns in crime statistics, understand the events that trigger crime, and proactively take action to deploy resources.
•    Utilize visual mapping techniques to enable intuitive understanding of complex data and quickly assess policing tactics.  
•    Enable real-time feedback to law enforcement officers and supervisors.
•    Better monitor decisions to ensure you achieve the best possible outcomes.

Planning, budgeting and performance management for improved transparency
During this interactive session, you will learn how leading local governments are using the Government Performance Logic Model for more refined planning, resource and prioritization choices.   Using an outcome approach to define and focus on a few critical indicators has helped high performing local governments enhance decision making, drive better dialogue with elected officials and citizens and produce better returns on every investment.  Today, through the use of IBM predictive analytics solutions and geographic information systems, many of these organizations are now taking the next step, looking forward with leading measures to recognize trends and implement solutions in a timelier manner.

•    Combine new priority setting techniques with key performance indicators to understand the intersection of critical needs and resources.
•    Utilize visual mapping techniques and trend analysis to proactively make better resource trade-offs between programs.  
•    Develop Performance Reviews and statistically driven public meetings to create better informed and more useful conversations with employees, stakeholders, leaders and the public.
